How the Scottish Parliament works - Private Member’s Bill

Description

MSPs have greater individual power than MPs in Westminster. In the first session of the Scottish Parliament, eight private members bills were passed, including one that made it an offence for dog owners not to clean up after their pets. Whether the legislation is effectively enforced is questionable.

Classroom Ideas

This clip could be used to illustrate an example of a Private Member’s Bill in the Scottish Parliament. Students could summarise to their partners what they have understood by the clip. This could lead to further research on other Member’s Bills and their level of success. The dog fouling case shown could be updated, with students investigating what, if any, evidence there is that it is being enforced.
