Bell Wood and Oak Trees primaries are under threat from the owners of the nearby New Line Learning Academy which wants to set up a primary school of its own.
A governor of the two schools says there are not enough pupils to fill a third school in the local area.
One of Kent's water companies, which is losing millions of litres a day through leaks, has been criticised for not doing enough to prevent the problem.
Southern Water has failed to meet its target for repairs for the second year running. Last year it lost 96m litres a day through leaks.
