Bailey is a human rights consultant with over 20 years of community-led human rights advocacy and movement building in all regions across the globe. Her focus is on tackling inequality of the most marginalised groups – persons with disabilities, children, women, and people living in poverty. Her technical expertise stretches across disciplines and sectors, including human rights monitoring, policy, legal analysis, research, technical assistance, training, and grantmaking.

She brings 15 years of driving strategic change in diverse organisations as a senior leader. She currently works with UN agencies, foundations, and international NGOs to deliver rights-based programmes and operations.

She recently served as Programme Director for the Disability Rights Fund, a global grantmaking organisation funding organisations of persons with disabilities in developing countries. She has held leadership roles for Sense International, the Right to Education Project, and the University of Nottingham Human Rights Law Centre. She served as trustee for the International Disability and Development Consortium and Able Child Africa.

She started her career with Amnesty International, where she developed innovative practices in community organising. She holds an MA in the Theory and Practice of Human Rights from the University of Essex.
