Just to clarify, is this 'Brown's strategy' (headline), or 'Britain's strategy' (end para)?

What with one thing and another, it seems a fairly important distinction as I see my country and its reputation 'run' into the ground.

- Is our embassy in Afghanistan the largest? Interesting.

- The section on Pakistan's Recent History is exceptionally brief. I wonder why!

My take is that the insurgency is a reaction against the presence of foreign troops. But then I'm biased - I predicted that in September 2001 before they went.

Is the most question not whether any strategy can be effective against the spiritual, moral and historical influences with which al-Qaeda fight?

The Afghan civilian population hold the key to winning. Their intolerance for violence must reach a critical threshold to challenge al-Qaeda, which is something western forces can have very little influence over.

Finally, 'fighting guerrillas in one of the toughest battlegrounds on Earth'. Surely in the context of conflict the degree of toughness is subjective and relative to how familiar the opponent is with the same territory US Marines in Vietnamese jungle, Irish in desolate West Cork Hills.

It does seem that the idea of supporting Pakistan with 1.5 billion dollars a year over five years reflects the intent to bolster the normal civil population.

Downplayed facts include: the concern of the Pakistan military with the threat of India and the consequent support for the AQ as a counter force to Indian strength and the fact that nearly everyone is Pakistan is said to hate the USA.
