Ìý Children in Prison Thursday 14 November 2002 Ìý
This week the Howard League for Penal Reform challenged the government in the High Court over their treatment of children in custody.

Since 1990, 22 young people aged between 15 and 17 have killed themselves whilst in prison. Reformers believe a legal loophole prevents the Children Act being applied to children in prison.
Earlier this year, Joseph hung himself whilst at a Young Offenders Institution. He was just 16 and had been in prison for nine days. His mother, Yvonne joins Sheila to tell her about the circumstances that led to his conviction.
Martin Narey, Director of Prison Services and Fran Russell, Director of the Howard League for Penal Reform join Sheila to discuss.
