Why is it time for a comprehensive review?

Investment in the youth justice system has increased substantially over the last decade, yet only one adultÌýin nine thinks it is doing a good job. Forty five years after the Kilbrandon Report revolutionised the juvenile system in Scotland, the Independent Commission on Youth Crime and Anti-Social Behaviour is about to finish consulting on a similar blueprint for England and Wales. John Graham, Director of the Police Foundation, joins Jenni to discuss the current system, the work of the commission and its hopes for reform, along with Lorna Hadley, vice-president of the Association of Youth Offending Team Managers.
