A fly-tipping "Tsar" is needed to ensure all the agencies dealing with the issue are working together, according to the CLA. Kettering Borough Council also says local councils should collaborate more. KBC says Northmptonshire County Council should co-ordinate the work. The CLA also wants to see increased penalties for perpetrators, including vehicles used by fly-tippers being confiscated and crushed.
