'There will be cuts... in England and Scotland' - Ed Balls

There is no guarantee Scotland would be exempt from spending cuts under a Labour government, according to the Shadow Chancellor.

Ed Balls said Labour's planned spending cuts "are, of course, UK-wide", but may be offset by other measures to raise more money.

Jim Murphy, Labour's leader in Scotland, has said the party would not need to make "further cuts to achieve our spending rules" in the next Parliament.

But Mr Balls told Today: "There will be cuts outside non-protected areas [outside health and education] across all these budgets that will apply in England and Scotland."
