Twenty-five years ago the Reagan administration in the US decided not to punish Saddam Hussein for gassing Kurdish people in northern Iraq. The US Senate had passed a bill calling for sanctions against Iraq - but it was never signed into law. Hear from Peter Galbraith, the man who drafted the legislation.
