Apparently, there is a big difference in the levels of investigation, with some councils claiming to look into every single case, while others only follow up those with a chance of finding the culprits.

The number of antidepressants prescribed in Kent has gone up by 30% in the last three years. At the end of the financial year April 2008 just over 1m items were prescribed in Kent. By April last year that had risen to 1.3m items.

Whilst it might have only cost tuppence a bag to feed the birds in Mary Poppins, there is a chance it will end up costing one Rochester woman substantially more. Linda Potter was waiting at a junction in Chatham when she decided to throw the last scraps of her sandwich to some birds.

Now she has been fined Β£80 by the council for littering.
