The Rocketman, carrying Luffy and the others, crash into the Judiciary Tower. Seeing this, Spandam authorizes the CP9 to kill the pirates, and he hurries off to the Gate of Justice, taking Robin and Lucci with him. Meanwhile, in the Judiciary Tower, Luffy and the others run into CP9 member Fukuro, who inadvertently tells them that Robin is being bound in handcuffs made from Kairoseki, which takes away the powers of a Devil Fruit. He also tells them that each of the CP9 members left in the Judiciary Tower is holding a key, one of which will unlock Robin's handcuffs. The Straw Hat Pirates and Franky split up to find the CP9 members with the five keys while Luffy barges ahead to find Lucci, Spandam, and Robin. Kokoro, Chimney, and Gombe are left behind at the wrecked Rocketman, but Chimney and Gombe accidentally fall into a hole and find a secret passageway down which Spandam leads Robin and Lucci toward the Gate of Justice.
