Is a buzzer to deter smokers outside a hospital a good idea or are we demonising smokers? And what needs to be done to regenerate our seaside towns in Wales?

A big red buzzer has been installed at a Cardiff hospital for people to press if they catch anyone smoking outside. Is this a good idea or are we demonising smokers? And a report from the House of Lords says seaside towns are in desperate need of improvements to things like transport, housing and broadband.
