A record number of prisoners are killing themselves. New figures to be published next week are expected to confirm that the suicide rate has almost doubled over five years. A jury at the inquest of an inmate at Chelmsford Prison who committed suicide by electrocution, has found that neglect and budgetary constraints were contributing factors. A headmistress who threatened to buy technology to block the local 4G mobile phone signal because she was wanted to clamp down on pupils getting distracted by social media in the classroom, has been overruled by the communications regulator, Ofcom and North Yorkshire County Council who say it is illegal and could disrupt emergency radio signals.
