Kayley Thomas ask if early years education entitlement for 3 and 4-year-olds in Wales really is a "dog's dinner" that needs to be over-hauled.
Currently all Welsh 3 and 4-year-olds are entitled to a minimum of 10 hours early years education delivered through the Foundation Phase.
In contrast to England, that provision is mainly provided through state nurseries and schools.
In many areas there's very little "wrap around" childcare to help working parents take advantage of what's on offer.
Now there are calls to make the system work better for working families by developing more joined-up provision between education and childcare, and by enabling a larger range of providers to deliver the education entitlement.
