The pictures are harrowing - men, women and children attempting to cross the Mediterranean in flimsy boats, hungry, exhausted and terrified.聽聽 More than 40,000 migrants have made the crossing this year, and maybe 1,700 have died in the attempt to find a new life.聽

On the eve of Refugee Week, Roy Jenkins looks at a crisis which appears to be worsening by the day, as people flee wars, tyranny, persecution and grinding poverty.

Who is responsible for trying to save these people?聽聽 What are the legal responsibilities of governments, and their moral obligations?聽 Would search and rescue provision simply mean that more would attempt the perilous journeys?聽
