Fly-tipping and waste crime
Every 15 minutes rubbish is fly-tipped or illegally dumped somewhere in Wales; every week an unlicensed waste operation is discovered.
With the cost of waste crime across the UK estimated to be more than Β£10 million a week, it's now proposed to give those in the front-line of the fight against such activities more powers.
This week's Eye on Wales asks if tougher regulation and on-the-spot fines for illegal dumping can tip the balance in the war on waste crime.
