Radical reform to deliver a more focused Βι¶ΉΤΌΕΔ


Βι¶ΉΤΌΕΔ Vision – The strategy for delivering Creative Future

Over the next six years, Βι¶ΉΤΌΕΔ Vision will be investing more than Β£7billion in original programming content across all genres – Knowledge-building, Drama, Entertainment, Comedy and Children's while continuing to provide a full portfolio of services to meet the needs of different audiences with the channels Βι¶ΉΤΌΕΔ One, Βι¶ΉΤΌΕΔ Two, Βι¶ΉΤΌΕΔ Three, Βι¶ΉΤΌΕΔ Four, CΒι¶ΉΤΌΕΔ, and CBeebies.

There will be a focus on quality over quantity, with fewer programme titles overall and prioritising investment in peak time when the largest audiences are available to view. Peak-time key strands will be protected, but ideas that duplicate existing content will not. Repeats will increase, but will be mostly the kind of narrative repeats that viewers want and they will be kept to current levels in peak on Βι¶ΉΤΌΕΔ One, which will be sustained as the flagship service of the Βι¶ΉΤΌΕΔ.

Vision will make a major investment in technology and multi-platform content. It will innovate in new areas, in particular knowledge-building and reorganising its web presence to help audiences find what they want more easily, and to interact with it and share their experiences. Programmes will be available on-demand on iPlayer so the audience can enjoy their favourite shows on their computers whenever they want them.

We will make 10% less originated programming in television by 2012/13, cutting lower impact programming to focus on fewer, higher quality, programmes.

Factual programming will be most affected by the changes; however this area has seen programming increase by over 60% since 2000 and the hours made following this reduction will still be greater than in any year up to 2004.

  • A knowledge-building portfolio (more than 1,500 hours a year) that is world-beating in reputation and range – protecting key strands while making room for some new series. Using multi-platform for depth and impact.

    Providing the greatest range of drama (more than 400 hours a year) of any broadcaster in the world.

    Championing and sustaining our investment in popular high quality entertainment and growing talent across all channels.

    Children's: providing high-quality, UK-originated content to educate, inform and entertain new generations.

    Developing a modern public service offer to young audiences across Βι¶ΉΤΌΕΔ Three, CΒι¶ΉΤΌΕΔ, and CBeebies. Creating original content for Βι¶ΉΤΌΕΔ Switch (Teens). Ensuring these are all multi-platform offerings. (Including extended hours for CΒι¶ΉΤΌΕΔ and Βι¶ΉΤΌΕΔ Three.)

  • Providing investment in the UK film industry with the aim of bringing some of the best British film to Βι¶ΉΤΌΕΔ channels.

Secure the future of in-house production, maintaining specialist expertise, while giving room for creative innovation and supporting the new skills and capabilities in line with the digital age. Βι¶ΉΤΌΕΔ Vision in-house production will now be known as Βι¶ΉΤΌΕΔ Vision Productions and will be a smaller, more modern and flexible operation.

  • Reorganising around a simpler, flatter structure.

  • Fewer people, particularly in London, producing less, following the introduction of the Window of Creative Competition (competition for 25% of TV commissions), increased investment in production bases outside London and reduced third party income.

  • Staffing in Factual will reduce to reflect the level of guaranteed income, with the flexibility to rise with new commissions.

  • In Factual London, the studios will merge to form one single factual production base, led by a Head of London Factual but continuing to have five specialist leaders to drive the Βι¶ΉΤΌΕΔ's commitment to five on-going specialisms (Science, Arts, History, Consumer and Documentaries).

  • In Factual there will be a new commissioning structure, with separate commissioning teams for in-house productions and for the independent sector. Commissions from the WOCC will be delivered by the Controller of Knowledge.

  • Actively supporting the Βι¶ΉΤΌΕΔ's Out of London strategy by moving some programming from London to the Nations and Regions over the next three years.

  • Modernising and facilitating creativity across all areas through production processes.

Vision will make an estimated 640 to 660 net redundancies out of a division of 3,400 by the end of the period, with an estimated 390 coming from Factual.

Before redeployment, Vision will need to close an estimated 700 to 725 gross posts, with an estimated 420 coming from Factual.
