Police are continuing to search a house in Sunbury-on-Thames, Surrey.
Residents of nearby houses have been allowed to return after being told to leave on Saturday.
Locals said the property being searched is owned by married couple Ronald Jones, 88, and Penelope Jones, 71.
The 21-year-old suspect was arrested in Hounslow, west London, at 11.50 on Saturday evening.
He was taken to a south London police station and remains in custody.
A second man has been arrested by detectives investigating the terrorist attack at Parsons Green station, the Metropolitan Police have said.
Police continue to , which locals say is owned by a foster carer couple.

The Metropolitan Police have declined to say where the suspect arrested at the Port of Dover was from, whether he was the suspected bomber or the precise details of the offence he was arrested on suspicion of.
Detectives continue to explore the possibility that the suspect may not have been working alone.

As darkness falls, police in Sunbury-on-Thames continue their search of a property in Cavendish Rd, as part of the investigation into Friday's Parsons Green bombing.
Police told the Press Association the investigation may be concluded by midnight.

Surrey Police have informed residents they can now return to those homes which were evacuated earlier in Sunbury-on-Thames.
Cordons remain in place around Cavendish Road, where the search is continuing, and residents will be escorted back to their homes by police and asked to stay there.
Policing operations are understood to be continuing, but "there are no safety risks".

The foster couple whose home is understood to be at the centre of the search in Sunbury-on-Thames have been described by one local resident as "beautiful people"
Penelope and Ron Jones, 71 and 88 respectively, are reported to have fostered more than 250 children over almost 40 years, including refugees.
"Penny's a wonderful foster mother. She takes everyone, she doesn't turn anyone away" family friend Serena Barber told the Press Association.

Some 200 residents have been evacuated from their homes in the Surrey locale as part of the police search and are currently being hosted by a local rugby club.
Neil Basu, of the Metropolitan Police, said they were working to ensure the property was "safe", describing the search as "precautionary, but important work".
Metropolitan Police Deputy Assistant Commissioner Neil Basu "urged anyone who has information... to continue letting us know".
The terror threat level - currently at critical, its highest level - is consistently under review, but the Metropolitan Police have confirmed the military will continue to support the police "over the remainder of the weekend".
Neil Basu said there would be an increased police presence in "crowded places, iconic sites, transport hubs and ports".
In a statement on Saturday evening, Metropolitan Police Deputy Assistant Commissioner Neil Basu said they had identified 121 witnesses to the Parsons Green bombing and spoken to 100 of them.
He said calls continued to be made to the hotline and public help in the terror investigation remained "crucial".

British police are keeping an open mind on whether more than one person was responsible for a London train bombing that injured 30 people, after they arrested an 18-year-old man earlier on Saturday.
Neil Basu told reporters police had worked throughout the night and around the clock "to identify and locate those responsible" for the Parsons Green attack.
"We are still pursuing numerous lines of enquiry, and at great pace,"
Mr Basu said police "were incredibly grateful that no-one was killed" in the bombing on Friday morning and praised the response of the British public.

Locals say the property on Cavendish Road in Sunbury-on-Thames that is currently being searched by police is occupied by elderly married couple Ronald and Penelope Jones.
The couple are known for fostering many children and young people over several decades.
In 2010 they were rewarded for their work by being made MBEs by the Queen at Buckingham Palace.
Speaking to the Â鶹ԼÅÄ after being told of the award, Mrs Jones said: "Helping other people is rewarding, and I treat them how I would like to be treated if I was in that situation."
Neil Basu, senior national co-ordinator for counter-terrorism policing with the Metropolitan Police, has said the 18-year-old man held in connection with the Parsons Green Tube bombing was arrested in the departure area of the Port of Dover on Saturday morning.
The port of Dover was partially evacuated at 11.40am BST while police conducted a search in which a number of items were recovered.
The suspect is currently being held in custody at a police station in London.

The UK terror threat level remains at critical, following the "significant" arrest of an 18-year-old by Kent police on suspicion of a terror offence on Saturday morning.
Armed police are continuing to search a house in Sunbury-on-Thames, Surrey, where nearby residents have been evacuated.
