Dick Cheney is in the Caucasus talking to oil barons... and other people too.
Alex Salmond wants to replace the poll tax with a local income tax. What are the implications of that for the rest of Britain?

Does Scotland's local or devolved authorities have the legal right to demand full discloser of peoples private income ?
Or is this going to be a picked fight with Westminster to get the authority ?

Yes there does seem to be a lot of people/authorities demanding other peoples personal information these days, some justifiable but most not sadly.
But this Local Income Tax looks like a vehicle for the SNP to engineering public support for greater powers from Westminster.
Without the powers needed to legally force people to reveal their true incomes this tax resembles Swiss Cheese (lots of holes in it), specially for people with incomes from outside Scotland.
Just my view !
