Hurricane Irma was one of the strongest on record, with damage predicted to run into billions of dollars. The Mayor of South Miami Philip Stoddard warns that his residents need to make some serious decisions about where they live.

And if you do live in a flood-prone area how do you even get insurance if the private sector won't cover you? In the US, the federal government steps in to provide an affordable scheme for flooding risk, but is this causing more harm than good? We hear from Daniel Schwarcz, Professor of Law at the University of Minnesota Law School.
