Global energy prices have surged as Russia intensifies attacks on key Ukrainian cities. As the oil producers' cartel OPEC plus Russia stick with a planned 400,000 barrel per day increase in production from April, we explore the thinking behind the latest announcement with Carole Nakhle, chief executive of advisory and research firm Crystol Energy, which is based in London.
