Why are some councils going bust?

An increasing number of councils in England are struggling with their finances - with some even going bust. At the same time, council tax bills have been going up and some of the services provided by local authorities seem to be getting cut.

So why are so many councils finding it hard to balance their books and what does it all mean for the people who depend on their services the most?
