Why has the UK not sanctioned a Russian oligarch over his ties with Belarus?

When the Belarusian authorities under the command of the country's president, Alexander Lukashenko, forced down a Ryanair flight in May 2021 and arrested two of the passengers on board, there were outraged protestations from both the UK and the EU.

Then in a swift and coordinated move, sanctions were imposed on entities and individuals accused of supporting the regime of Lukashenko, sometimes called the "last dictator in Europe."

But now questions are being asked about why a prominent Russian businessman Mikhail Gutseriev with significant financial interests in Belarus and the UK was left off the British list.
