Regional tensions over Grand Ethiopian Renaissance Dam

There’s been intensified diplomatic activity in recent weeks as the government of Ethiopia continues to build a huge new hydro-electric dam on the Blue Nile - despite complaints from Sudan and Egypt. The governments in Cairo and Khartoum say they need a new international agreement to control the waters of the Nile - and they’ve turned to the new US administration for support. Fergus Nicoll reports on a project that’s raised anxieties about a new β€œwater war” in the Horn of Africa.
