More aid needed for local groups?

Covid-19 has exposed an inequality in a system that delivers aid to countries in crisis. Money that flows from the United Nations and donors goes to international aid groups but often not to local ones. Many international aid agencies having pulled out their representatives due to the virus, leaving local aid workers to cope with limited resources to help vulnerable communities. How can the money get to those in need? Sir Mark Lowcock is the United Nations Under-Secretary-General for Humanitarian Affairs and Head of the Office for the Coordination of Humanitarian Affairs (OCHA).
