The costs of making private buildings safe have in many instances been passed onto flat owners - and some flats have been declared worthless.
The government has released a Building Safety Fund of Β£1.6bn to help buildings over 18m, but some campaigners are concerned that the work is taking too long, and some buildings will not be eligible for funding.
