More than 900,000 people have fled their homes in north-western Syria since December as a result of an assault by Syrian pro-government forces on the opposition鈥檚 last stronghold. Even displacement camps are coming under attack. Mark Cutts, the United Nations deputy regional co-ordinator for Syria, explains why efforts to protect these civilians have failed.
