A council’s battle to stave off the threat of bankruptcy

This week many pupils in Moray went back to school, but they did so without the help of lollipop men and women.

The north east council has scrapped all of its crossing patrollers, the latest in a series of cuts.

In the last few years, the council has been forced to slash Β£40m from its budget. It now has to find another Β£20m in savings over the next two years, just to stay afloat.
