Why silence is the enemy of peace

Dr David Toop explains that even in Victorian times there used to be sound proof rooms where any noise in artificial silence would become a distraction, what he describes as the revenge of silence. He believes that in fact silence is the enemy of peace. He says if we are using technology as a convenience we do not find the noise a problem but if other people are using it can be an annoyance.
