The largely-forgotten nineteenth century social reformer Joseph Chamberlain is perhaps now more relevant than ever, one of the historical figures said to have most inspired Theresa May's new programme for government. The Westminster Hour travels to Birmingham, where Chamberlain was Mayor, to find out how his use of municipal power to improve social conditions is inspiring a new generation of Conservative leaders.
