Could Brexit usher in a federal UK?
Is the UK ready for radical constitutional change following the referendum vote? Yes says a group of Parliamentary constitutionalists, including Lord Lisvane, the former clerk of the House of Commons. They say the existing union should be replaced with a fully devolved government in each part of the UK, with each given full sovereignty over its own affairs. Lord Lisvane told the Westminster Hour that this means a "directly elected English parliament could be possible".
