People were terrified when an earthquake and tsunami hit Fukushima in Japan and crippled its nuclear power plant. On land, the damage is enormous. But -- except near Fukushima itself -- the Pacific Ocean has almost recovered. Helen Briggs on why it's hard for us as ordinary humans to evaluate nuclear risks.
