An established number of people are choosing to sleep rough as a "lifestyle choice", a council report has claimed.

The ‘Together we change lives’ strategy includes the line: "Northampton now has an established community of people who are choosing to sleep rough, as a lifestyle, and are resolutely refusing to leave the streets."
