After the floods in Mozambique, what is the relationship between hardship and creativity?

Report from Mozambique on the aftermath of the worst floods in 50 years in which 700 people died. Despite the problems the country is facing, the annual Carnival in Maputo is still going ahead. But at this difficult time should art be put on hold or do people benefit from the distraction?
