A report from Afghanistan on on-going efforts to cope with insurgents. America wants NATO to share the military burden of helping keep Afghanistan secure. However according to intelligence even NATO faces a tough challengem, as the Afghan President Hamid Karzai only controls 30 per cent of the country with the rest under tribal control. The support of these tribes is core to any counter-insurgency strategy against the Taliban. Alastair Leithead reports.
