'Social housing rent cut won't help us'

Many of England's four million households in council or housing association homes will not benefit from rent cuts announced in July's budget - according to the Institute for Fiscal Studies (IFS). It says most of the tenants receive housing benefit, which will fall in line with their rent. The IFS says the cuts will save public money - and encourage tenants to get jobs; but the councils and housing associations will lose out, and that could cut funds to build more housing. Conservative MP David Mackenzie told us that cuts would free up money for tenants. Dan Johnson reports.
