The tide turns on government surveillance

US spy agencies are having to operate with reduced powers, after the Senate refused to extend powers granted after 9/11. Is this a case of ancient liberties being re-asserted?

The US Senate refused to allow the government to continue collecting communications data in bulk -- opponents said this ran counter to basic liberties. The original powers were granted amid the fear that swept the western world in the wake of the 9/11 attacks. Does the Senate move signal the beginning of the roll-back of such powers?
