Reporter Willy Gilder provides the background and goes to Moulton to meet Judith Shepherd, County Councillor for the Moulton, and to Barry Care, Chair of Moulton Parish Council. Stuart talks to Councilor Chris Millar, Leader of Daventry District Council and the former chair of the West Northamptonshire Joint Planning Unit.
