Dangerous dogs - who is to blame? The dogs or the owners?

Tougher sentences come into force today in England and Wales for people convicted of offences involving dangerous dogs.

Owners could now get up to 18 months in prison if their dogs attacks somebody. Is this fair? Should the owner get punished for the actions of their animals?

More than 200,000 people a year are attacked by dogs in England, with 6,000 needing hospital treatment in the last 12 months.

A 25-year-old is still waiting to be sentenced after his pitbull savaged five police officers outside his house in East London. The frenzied attack lasted for half an hour.

The policemen were lucky compared with the handful of fatalities that hit the news on occasion.

Who is to blame? How much control do dog owners really have over their pets? Do these new laws go far enough? (11.37).

Also on the programme, how worried should we be that over a third of Team GB medallists at London 2012 were privately educated?

Lord Moynihan, who lives just outside Royal Tunbridge Wells, is the outgoing chairman of the British Olympic Association and suggests that a public schools share their facilities with state schools.

Tonbridge School holds an annual sporting event at which over 1,000 children from local state schools participate. Lord Moynihan believes that other private schools across the country follow their lead and open up their facilities to others and chats to Emma about the Olympic legacy right here in Kent (11.21).

And staying on the sporting theme, the Paralympics are just nine days away.

Here in Kent, Brands Hatch near West Kingsdown will host the road cycling but a total of 21 sports will be held over 11 days in what is being billed as the Paralympic Games in history.
