Hundreds of Kent primary school children face being taught in mobile classrooms and school halls next term because new buildings will not be ready in time.

Kent County Council says it is having to expand 18 primary schools in the next academic year because of a rising birth rate, but teaching unions are accusing the authority of failing to plan properly for the demand for local school places (06:07, 07:07 and 08:07).

There is anger this morning over the government's plans to reform social care. Among the measures being outlined today, elderly people would be offered council loans allowing them to delay selling their home until after their death. The Health Secretary, Andrew Lansley, has confirmed that in principle, the amount people pay for their long-term care should be capped. However, to the dismay of campaigners, no decision has been reached on how to reform the funding of the system (06:25, 07:22 and 08;22).

Kent Air Ambulance could benefit from a proposal to have the VAT it pays on fuel refunded. Rules on the tax, set by Europe, allow a "zero rating" for the fuel used by lifeboats, but not air ambulances. So Parliament will this evening debate a motion to give the money back (07:39 and 08:39).
