Why do Kent two year-old's need the dentist?

Who's fault is it that our children are having their teeth out as young as two?
We have heard on the Breakfast show this morning that nearly a third of children in some parts of Kent have had fillings or extractions by the time they start primary school. And we know that check ups and screenings in schools have been scaled back.
The solution as far as certain dentists are concerned, David Cocker from the British Dental Association says ban sugary drinks and smoothies from school vending machines and add floride to water.
But what about parental responsibility? If you take your child to the dentist at the age of two, whatever teeth they have got they have only had for a year and they need one of them out - isn't that a neglect issue? Doesn't that need a follow up call from the authorities checking that everything is okay?
