It has prompted a think tank to call on the government to allow surgeries to fine patients if they routinely fail to turn up.

Ashford has finished bottom of the heap for recycling in the country for the second year in a row. Despite vowing to improve last year, after recycling just 15% per cent of its household waste, it is now only recycling 14%.

The authority says the figures are out of date, because it has recently extended a kerbside recycling scheme to two thirds of the borough, and is promising a new waste collection contract from 2013 will lift the figure to around 40%.
