Phone photos, mental health cuts and county house prices

Dorothy lost two teeth whilst having a fit. Not only will she have to pay for the dental work herself because the NHS say the work is cosmetic, but she can't progress her claim with the solicitors until she can get the photos of her injuries off her phone. Is there a way to retrieve her photos which are stuck in the phone?
