To get safer streets, could a ban on 17 to 24-year-olds driving at night and with friends in the car save lives. A new report from Cardiff University thinks so.
Council mergers: Two more local councils are planning on sharing staff to save money. Cherwell District Council and South Northamptonshire Council want to merge their two senior management teams into just one. The move will affect around 15 posts and will save the councils more than Β£4m a year between them.
