A new initiative has been launched to help poor countries reap more benefits from their natural resources. But can it succeed?

The question of why some countries are poor even when they have a wealth of natural resources has often been a source of puzzlement, especially when those resources fetch a high price on world markets. An initiative, recently launched, aims to address the issue. Paul Moss asks how likely it is to succeed.
