To rescue Lily’s father, Panz Fry, from the Marines, Nami comes up with a plan, and the Straw Hats divide up into the diversion team and the infiltration team. Luffy heads off with the infiltration team even though Nami put him on the diversion team. The infiltration team made up of Zoro, Sanji, Usopp, Lily, and Luffy manage to release Panz Fry from the cross he was chained to, but as they are about to get him off the transport ship, they are attacked by Shuzo of the Neo Marines. Vice Admiral Momonga, who is supervising Panz Fry’s transport, is shocked to find out that his former colleague is the culprit who has recently been raiding pirates. Shuzo inadvertently reveals his group’s leader, Instructor Z, and their mission, to annihilate pirates in the New World. As Shuzo is about to launch a full-scale attack on Panz Fry and the Marines, Momonga steps in and says he won’t let them do as they please on his ship.
