Thousands of runners will take part in this year's Belfast Marathon. Most of them will be running to raise money for a multitude of charities ranging from the Air Ambulance to the Hospice. Their efforts are no doubt valiant but do they signal that the state to which they pay their taxes is depending on further goodwill from the public rather than funding vital services itself?
