According to Battersea Dogs and Cats Βι¶ΉΤΌΕΔ, Scotland's 12 month maximum penalty is one of the lowest in Europe - now MSPs are being urged to increase it to five years. The animal charity says that people dumping litter in Scotland, England and Wales can get longer prison sentences than they would for torturing or killing an animal. And that's why they're calling on Holyrood to increase it to 5years.
