Are the new drink laws enough to change Scotland's habits?
Today is the last day you can enjoy a 'happy hour' at your local pub, or take advantage of promotional offers on alcohol at the supermarket. The 2005 Licensing Scotland Act comes into effect tomorrow, outlawing irresponsible drinks promotions, making it illegal not to provide free tap water in pubs and requiring that businesses and some staff have special licences to sell alcohol. But is it enough to curb the unhealthy and often dangerous levels of drinking we have in Scotland? And do we need much more prohibitive measures?
