The Westminster government is launching a consultation into the laws around tips in restaurants. The UK's largest union, Unite, is campaigning to stop service charges being diverted into restaurants' takings, or being used to "top up" salaries to make the minimum wage. Do you tip in restaurants and is it fair if owners keep a share?

The Scottish Government has a Β£30 million pound plan which it hopes will improve the health of our nation for generations to come. But councils are saying they're already finding it difficult to balance the budgets, especially now that there's a freeze on council tax. In the middle of this financial crisis, does it make sense to spend millions on a universal benefit like this?
